Does the governments abolishing of EMA in England but not in the rest of the UK constitute discrimination?

It is but the politicians in Westminster have made it illegal for the English citizen to have equal rights compared to the rest. It also makes for the politicians sitting in the houses of Parliament to have more money to swindle out of the public purse. Seems that and the protection of all those who pay into any of the parties funds is much more important than the average man/woman in England. Don't blame the people in Scotland and Wales. Blame the politicians sitting in their devolved governments and westminster. It is how they fleece the nation and divide it so they can all keep control over the rest of us. It is the sort of thing that people with flawed character and morals do best.
