For people in england! please can anyone explain this student bursary!!?

I Absolutely do not understand them abolishing EMA and could someone care to elaborate this ''bursary'' because i am now worried that because i would like to take higer education when i leave school which is quite soon i will just be setting myself up for debt in the future?
