Has EMA been scrapped in England?

I'm in year 10, and live in London. I have to make a poster in economics, and i picked EMA. My brother's college teacher said that EMA is still on but the maximum amount we can now receive is �20. But some articles online say that the fund for EMA is being given to the colleges and they decide what to do with it. ANY HELP?
